What Kennedy is saying is that no one who has worked for the US military or served in the federal government should be employed by the university .  It is sn interesting idea .

One fault in it is that not all who participated did so willingly .

Flippancy aside...another Kennedy is said to have said that those who make peaceful evolution impossible make violent revolution inevitable .

Arguably it was violent resistance that brought down the war in Vietnam .
