As many pundits (like the WaPo's Mary McGrory) noted at the time, Nixon (who ran as an anti-war candidate in 1968) was rejected by a US population, more than 70% of whom thought that the Vietnam war was "not a mistake, but a crime." His administration had committed war crimes in SE Asia and Latin America, and many Americans recognized that.

Ford (whom the late Alex Cockburn thought the best US president of the 20th century, largely because he committed fewer crimes) lost the 1976 election and left office on schedule: <http://www.counterpunch.org/2006/12/27/farewell-to-our-greatest-president/>.

"As a percentage of the federal budget, social spending crested in the Ford years. Never should it be forgotten that Jimmy Carter campaigned against Ford as the prophet of neo-liberalism, precursor of the Democratic Leadership Council, touting 'zero-based budgeting.'"
