DearFriend,

LastweektheHousegottoworkontheFY2016appropriationsprocess,agreeingtoabalancedbudgetresolutionandpassingtwooftwelveannualspendingbills.Ivotedforallthree:theHouse-SenatebudgetagreementandMilitaryConstruction-VeteransAffairs(VA)fundingonThursday,andtheEnergyandWaterappropriationsbillonFriday.

Ourbudgetagreementsetsanumberofpriorities,includingastrongnationaldefense,asustainablesafetynetforseniorsandagrowingeconomythatcreatesjobs. Accordingtothenon-partisanCongressionalBudgetOffice,itwouldexpandoureconomyby$400billionover10years,creatinganestimated1.2millionmorejobsby2025.

Becauseofthisagreement,we’realsonowsetuptouseaprocesscalled‘budgetreconciliation.'ReconciliationisapowerfullegislativetoolthatenablesCongresstofullyflexitspowerofthepursetochangeotherwisemandatoryspending. 
SinceObamacarereliesmostlyonmandatoryratherthandiscretionaryspending,attemptstorepealitthroughshutdownsandotherdefundingmeasureshavefallenshortinthepast.Budgetreconciliation,however,givestheRepublican-controlledHouseandSenateourbestopportunityyettodismantleObamacare--includingallitstaxes,regulationsandmandates--laterthisyear.

TheHousealsopassedtwoofthetwelveannualappropriationsbillslastweek.ThesebillswerebothconsideredunderwhattheHousecalls'openrules.'ThistransparentprocessallowsanyMember--RepublicanorDemocrat--toofferamendmentstoincrease,decreaseoreliminatefundinglevelssetbythebill. 
IntheMilitaryConstruction-VAappropriationsbill,theHouseboostedfundingforveteransprogramsby$3.6billion--5.6percentoverlastyear.Thisbillhonorsthepromisetoournation’sheroes.IthelpsaccelerateVAclaimsprocessing,supportstheefforttocreateamodern,seamlessVA/DepartmentofDefenseelectronichealthrecordssystem,andimplementsrobustoversightmeasurestoholdVAofficialsaccountable. 

IntheEnergyandWaterappropriationsbill,alsoapprovedlastweek,theHouseprovidedatotalof$35.4billionfortheArmyCorpofEngineers,theDepartmentofEnergyandrelatedagencies.

Thisbilladvancesatrulyall-of-the-aboveenergystrategy.ItmakesstrategicinvestmentsinthedevelopmentofrenewablefuelswhilealsoimprovingthesafetyandefficiencyoffossilfuelsAmericansrelyoneveryday.Italsorollsbackjob-killingregulationsliketheAdministration’sflawed'WatersoftheU.S.'ruleandmakesimportantinvestmentsinourinlandwaterwaysinfrastructure, andmakesthefullInlandWaterwaysTrustFundrevenuesavailablefornavigationprojects. 
TheSenatewillstillhavetoapprovethebudgetagreementandbegintheirownconsiderationofthe12spendingbills.There'salongwaytogobutwe'reofftoagreatstart.
