Incidentally, I can't buy that  far-fetched defense, David.

You may be right about this, Mort; but Street perhaps implies that without pricey foreign and out-of-state tuitions, in-state tuition would look like less of a "bargain." The same might be said when comparing tuitions at public and private schools.
