I see profits to be made, by developers, and I think my suspicions are borne out by the article in the NG, 

(“The park district is also in the middle of a multimillion-dollar project to improve Crystal Lake Park, including planting taller natural grasses that are less attractive to geese.”)

Multi-million dollar project, to plant grass?
It’s like US interventions for "humanitarian purposes,” based on lies in order to control the resources of other nations.
