Don't let our legislators restrict your access to the State Capitol!
	
On Tuesday, December 18th, the Joint Committee on Administrative Rules
(JCAR) will consider making permanent an emergency order governing
demonstrations at our State Capitol. The rules severely restrict your
rights to demonstrate in the State Capitol. Among the most repressive
measures of the Emergency Amendment to Title 71 are:

* No demonstrations are allowed above the first floor. (House and Senate are
on the third floor)
* Citizens who've been removed or arrested in the past may be denied a
permit to demonstrate
* Singing, chanting or shouting in a loud voice would be prohibited 
*Lapel stickers and all stickers with adhesive tape would be prohibited
* Permits may be revoked at the last minute due to "security concerns"

JCAR meets on Tuesday in Chicago. The Committee members need to hear your
concerns about Title 71 by Monday. No public comment is allowed at the
meeting. You must call or fax the Committee member in her or his district
office.
