I'm not sure what you mean by "these types", but my impression is
that: 


graduates at s.psych.uiuc.edu is for official announcements
and 
gradsoap is for anything else the users want to talk about.  It is
an opt-out list, so if you don't want to hear experiment
announcemets, party invitations, requests for help finding
materials or political discussions, then you can be removed from
the list.

The fact that it is a mailing list that happens to be at the
university has nothing to do with it, unless you mean that a list
that students are required to be in should not be used for email
conversation period.
