Anti-war resolution to be introduced in the Springfield City Council
    On Tuesday, February 4, Alderman Frank McNeil will introduce to the
Springfield City Council a proposed resolution against a war in Iraq.
There will be large ads in the Sunday and Monday SJ-R with the text of the
ad and a call to support the resolution. 
    Cities such as Seattle and Chicago have passed such a resolution.  The
DeKalb City Council unanimously passed a resolution, but the mayor says he
will veto it. 
    We need to have as many people as possible who support this resolution
(see below) present in the City Council chambers by 6pm on 2/4.

Here's the draft of the resolution
City of Springfield, Illinois 

                                DRAFT Resolution Against a War on Iraq 


WHEREAS, the citizens of the City of Springfield and their local, elected
officials have the constitutional right to petition the national government
on this matter of grave concern to our city, nation, and world; and 


WHEREAS, the citizens of the City of Springfield have the utmost value for
the sanctity of human life; and 


WHEREAS, we give our unconditional support to U.S. military personnel
serving at home and abroad in their tireless battle against global
terrorism; and should our military forces be sent to Iraq, we give our full
support to our young men and women serving in our nation's military, even if
we oppose the policy that sent them there; and 


WHEREAS,  the proliferation of weapons of mass destruction is a critical
danger to all humanity; and 


WHEREAS, the United Nations has established an inspections process to seek
out and destroy 
weapons of mass destruction in Iraq and the inspectors have not finished
their investigation or issued its final report; and 


WHEREAS, governments around the world oppose United States unilateral action
towards Iraq and support the full pursuit of diplomatic efforts to address
Iraq disarmament; and 


WHEREAS, a so-called preemptive war with Iraq, without clear evidence of
Iraq capability and intent to strike the United States, will be viewed
throughout the world as an act of U.S. aggression and will generate great
hostility towards our nation; and 


WHEREAS, a war with Iraq has been declared by many U.S. religious leaders to
constitute an unjust war; and 


WHEREAS,  the greatest threat to U.S. security today are the terrorist cells
of al-Qaeda, which would likely grow as a result of a U.S. strike against
Iraq; and 


WHEREAS, a war with Iraq will cause tens or hundreds of thousands of
military and civilian casualties, including the potential loss of life of
Springfield residents who will be serving in the military; and 


WHEREAS, the Congressional Budget Office estimates a military action against
Iraq will cost our nation between $9 and $13 million a month, with a
potentially devastating impact to our national, state, and city's economy
and the neglect of other critical needs such as education, health care, and
infrastructure; 


NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF SPRINGFIELD 
hereby supports UN actions to find and destroy weapons of mass destruction
in Iraq and opposes any U.S military action against Iraq that is not taken
