When Lisa Madigan campaigned for the Illinois Attorney General's office in
2002, she claimed that unlike her
Republican opponent, Joe Birkett, she would "never cover up the truth and
stand in the way of justice." But more
than six years later, she has continued to prosecute the appeals of dozens
of police torture victims under former
Commander Jon Burge. She has the power to initiate evidentiary hearings in
their cases, and despite a Cook County
Board resolution urging her to do just that, she has not done so. And she
has failed to meet with activists and
prisoners' family members to listen to their stories and explain her
inaction.

On Friday, July 18, activists, attorneys and family members will be
returning to her Chicago office to demand answers.
The Campaign to End the Death Penalty would like to invite the public to
call her Chicago and Springfield offices.

Let Lisa Madigan's office know that activists will be returning to her
office Friday, July 18. Ask her to meet with us
then. Express your disappointment that she has broken her campaign promise
not to "stand in the way of justice" and
has not initiated evidentiary hearings for police torture victims in prison.
Ask her (or her aide) what she plans to do to
make this happen.

Dear Lisa Madigan:

This is the third time we are coming to you to request a meeting so you can
inform us of your progress in working for
justice for victims of police torture. As you are aware, dozens of men
remain in prison based in whole or in part on
confessions that were tortured out of them by detectives under the command
of disgraced former police commander
Jon Burge. You have the power to initiate evidentiary hearings in court for
these men. Last July, the Cook County
Board of Commissioners passed a resolution urging you to do just that; yet
you have done nothing after more than six
years on the job.

In February, and again in May, we submitted an open letter to your office
with hundreds of signatures calling on you
to use your power as the top prosecutor of Illinois to initiate evidentiary
hearings for dozens of torture victims who
still reside in Illinois prisons. We sent a delegation of activists,
attorneys, exonerated prisoners and family members of
torture victims to your office to request a meeting. An aide met with us
both times and told us that she herself was
powerless to act. We are still waiting to meet with you to find out if you
will fulfill your responsibility to work for
justice for men who were convicted based on "confessions" that were
electro-shocked, suffocated and beaten out of
them.

Ms. Madigan, when you ran for the position of Attorney General in 2002, you
said, "I can promise that as attorney
general, I will never cover up the truth and stand in the way of justice."

Every day you take no action to grant relief to torture victims, you make a
cruel mockery of that promise. Every day
that dozens of police torture victims remain in prison without anyone to
hear their claims, you further a decades-long
cover-up.

On Friday, July 18, we will be returning to your office to remind you of
your responsibilities. We urge you to meet
with us so that you can hear from us, and from the loved ones of torture
victims who have spent years waiting for
you to uphold your duties to the people of Illinois.

Two years ago, Special Prosecutors Edward Egan and Robert Boyle released a
report documenting the use of electro-
shock, suffocation with plastic typewriter bags, Russian roulette and severe
beatings in Area 2 and Area 3 police
stations by Commander Jon Burge and his henchmen to obtain "confessions"
from African-American men on the south
side of Chicago. But Egan and Boyle failed to bring brutal cops to justice,
deciding that the statute of limitations on
their actions had passed. Now, federal prosecutors have subpoenaed a number
of Burge's detectives before a grand
jury, raising the possibility of federal perjury charges.

Meanwhile, dozens of Burge's victims languish in prisons throughout
Illinois. All deserve new trials. Lisa Madigan, who
was appointed to oversee these cases in 2002, has the power to initiate
evidentiary hearings, but she has done
nothing in six years on the job. Mark the two-year anniversary of the
release of the Burge report by demanding justice
for police torture victims. Toothless reports are not enough. ALL torture
victims deserve new trials, while the
perpetrators of torture deserve prosecution and jail time.
