[Peace] crossing 1st and 5th streets

If you encounter any difficulties in trying to cross 1st or 5th  
streets, tell the police officers  or the crossing guards that you  
are attending a conference at the Institute of Labor and Employment  
Relations.  The police should have been alerted to t his by Lt. Nelson.
