Also this evening:
The issue of police use of force during the June 2011 arrest of a
student on campus will be the study session topic this evening for the
Champaign City Council meeting.

The media and the outside investigations mention only the pepper
spraying but not the officer's hands around the person's neck as he
sits handcuffed in the back seat of the cruiser. Several City Council
members, including the Mayor, are alarmed about the situation, but the
State Police and the FBI find no problem.
