[Peace] some practical tips for a new friend in town?

Hi friends---A musician friend of ours has moved to town from Maine, and needs some tips about practical things: 
 1. how to get an address here when he's camping at a friend's house for now
 2. how to transfer his food stamps from Maine to here (which is why he needs an address)
3. possibilities of a job. He's a hard worker, is fine with 'menial' work(what is that?) but since he's older than the usual college age innocent (he's in his late 40's) he's been turned down at Schnucks, etc. Any leads?

If anyone has some guiding words about the above, we'd appreciate it.
