[Peace] FCNL: call Durbin and Kirk on helping Syrian refugees

This is a winnable fight - even with Kirk, ordinarily so awful on anything
to do with U.S. policy in the Middle East. It doesn't require anyone to
take a position on the underlying causes of the war or how it should be
eventually resolved. It just requires them to say that helping Syrian
refugees is better than not helping them. On the other hand, since there is
an effort underway to use Syrian refugees as a "casus belli," it's helpful
to anti-war efforts to say, no, actually, we have a better way of helping
people than bombing them. Let's give them food and shelter instead. It's
cheaper. And it doesn't kill anyone.
