According to the estimate provided by the DNI, the number of civilians killed “outside areas of active hostilities,” i.e., excluding the wholesale slaughter in Afghanistan, Iraq and Syria, between Obama’s inauguration in January 2009 and the end of 2015, amounted to a grand total of between 64 and 116. This compared in the US intelligence estimate to between 2,372 and 2,581 “combatant” deaths. This admission represents an incremental change from when the architect of the drone murder program, now CIA director, John Brennan, claimed in 2011 that over the previous year there had not been “a single collateral death because of the exceptional proficiency, precision of the capabilities” of the remote-control killing machine. At the time, Pakistan was counting its civilian victims in the hundreds, if not thousands, including 41 tribal leaders gathered in an open air, government-approved meeting in March of that year, who were ripped to pieces by four Hellfire missiles fired from multiple US drones. Nonetheless, the numbers now provided by the DNI are absurdly low. Among the most cited sources on the subject, the Bureau of Investigative Journalism has provided a conservative estimate that as many as 1,138 civilians have been killed by American drones—that is, tens times as many as are admitted by Washington. Even this figure is a serious underestimation of the real human toll of Obama’s “targeted killing” program. A study done in 2014 by the human rights group Reprieve documented that in attempting to assassinate 41 individuals deemed by the White House to be “terrorists”—a category that includes anyone resisting American occupation or opposing US policy—drone strikes killed an estimated 1,147 people. Among those reacting to Thursday’s press release was Letta Tayler, a Human Rights Watch researcher who documented through interviews with witnesses, relatives and officials the deaths of at least 57 civilians in US drone strikes in Yemen between 2009 and 2013. “I find it difficult to believe that in examining just seven attacks I happened upon well over half of the civilian deaths that the US acknowledges,” Tayler told the Washington Post . One explanation for the immense discrepancy between the US government’s figures and those of virtually all other sources is that the Pentagon and the CIA have a policy of presumption of guilt for anyone killed by a drone missile. Males between the ages of 18 and 80 are automatically deemed “combatants,” and in many cases women and children are treated the same way. Director of National Intelligence James Clapper provided a simpler—and chilling—explanation Friday for the disparity in casualty estimates: the higher totals were the result of the “deliberate spread of misinformation by some actors, including terrorist organizations.” The meaning is clear. Those questioning a global assassination program carried out in the name of a “war on terror” are themselves suspect of acting in league with terrorists and, logically, potential targets. The drone murder program—the signature policy of the presidency of Barack Obama—sums up the criminality not only of the president himself, but also of those he serves, the parasitical financial oligarchy and the vast military-intelligence apparatus. In the defense of their interests, war abroad is inevitably joined with repression at home. Fab By Patrick Martin 11 June 2016 In his online endorsement of Hillary Clinton to succeed him in the White House, President Obama declared that she was more qualified than any previous candidate for the presidency. A report Friday in the Wall Street Journal indicates that these “qualifications” include personal participation in approving drone-missile assassinations. Clinton’s role in the chain of command leading to the incineration of thousands of people in Pakistan, most of them innocent civilians, is one of the secrets concealed in the long-running investigation of her use of a private email server while Secretary of State in the Obama administration. The Wall Street Journal article reports that in 2011 and 2012, after a series of internal disputes between the CIA and the State Department over how drone missile strikes in Pakistan were complicating US diplomatic relations with the government in Islamabad, the State Department was given the right to veto missile strikes if their timing was considered especially provocative to the Pakistani government. The US Ambassador to Pakistan, Cameron Munter, or another official at the embassy, would be informed of drone strikes in advance by the CIA, and would then consult with the State Department, going up the line all the way to Secretary of State Clinton, about whether to formally “concur” or “non-concur” in the action. According to the Journal, such communications would normally pass through the internal State Department communications system, with Clinton given oral briefing and responding in the same way. However, there were some instances, usually when officials were on vacation or during holiday periods, or when the high-security system was too cumbersome and an immediate reply was needed, when an aide would send Clinton an email about an impending strike, for her response. The Journal wrote: “The vaguely worded messages didn’t mention the ‘CIA,’ ‘drones’ or details about the militant targets, officials said.” These emails are apparently among those now considered top-secret by the intelligence agencies, although they were not so classified by the State Department at the time. As the Journal noted, “The CIA drone campaign, though widely reported in Pakistan, is treated as secret by the U.S. government. Under strict U.S. classification rules, U.S. officials have been barred from discussing strikes publicly and even privately outside of secure communications systems.” Significantly, the Journal, whose editorial page is ferociously hostile to Clinton and treats her use of a private email server as a major criminal offense, reported that “Several law-enforcement officials said they don’t expect any criminal charges to be filed as a result of the investigation, although a final review of the evidence will be made only after an expected FBI interview with Mrs. Clinton this summer.” It has been clear for more than a year that the email controversy is being driven by sections of the military-intelligence apparatus allied to the Republican Party and seeking an even harder line in US foreign policy than that pursued by the Obama-Clinton administration. A series of leaks has kept the issue before the public to undermine Clinton’s political standing and, potentially, sabotage her campaign entirely. What is remarkable about the latest revelation is that it does link Clinton directly to criminal activity, only not in the sense long alleged by her right-wing political opponents. The newspaper reported, “Only once or twice during Mrs. Clinton’s tenure at State did U.S. diplomats object to a planned CIA strike, according to congressional and law-enforcement officials familiar with the emails.” As for the CIA’s concerns about secrecy—now given voice by Republican officials, from congressional representatives on up to Donald Trump—the Journal account concedes that the drone missile program was widely publicized in Pakistan. “Despite being treated as top secret by the CIA, the drone program has long been in the public domain in Pakistan,” the newspaper noted. “Television stations there go live with reports of each strike, undermining U.S. efforts to foster goodwill and cooperation against militants through billions of dollars in American aid.” The language is priceless. According to this leading US newspaper, it was not the missile strikes themselves, spreading death and destruction, but the television reports about them, that were causing a political backlash in Pakistan. As for the insistence on secrecy, this had a clear political motive. The CIA and Pentagon wished to keep the missile assassination program secret, not from the Pakistani population, who could see the toll in men, women and children incinerated and maimed, but from the American people, who were not to be allowed to know what the government of the United States was doing, allegedly in their name. The Obama White House has set into motion a drone expansion program that will increase the military’s capacity to launch assassination strikes by 50 percent, while keeping the covert CIA drone program in place. All of those who appear in a position to succeed him have endorsed drone killings. In the case of the presumptive Democratic candidate Hillary Clinton, she signed off on them as Obama’s secretary of state. As for the pretense of concern for the “collateral damage” inflicted by this campaign—men, women and children who are not deliberately targeted but nonetheless blown to pieces—it is intended merely to provide a pseudo-humanitarian cover for cold-blooded murder. Fab Obama’s drone order: Institutionalizing a state murder operation 2 July 2016 Over three-and-a-half months after promising “in the coming weeks” an “assessment” of the number of civilians slaughtered in illegal drone missile strikes carried out in countries “outside of areas of active hostilities,” the Obama administration on Friday released numbers that represent a fraction of those documented by various independent investigations. The report, drafted by the office of the Director of National Intelligence (DNI), was accompanied by an executive order reaffirming that the US president has the unquestionable right to order the state murder of anyone in any part of the world, while claiming a commitment to “promote best practices that reduce the likelihood of civilian casualties.” The words “best practices,” drawn from the dry lexicon of corporate management, recur three times in the US president’s executive order, underscoring the way in which the methods of Murder Inc. have become routinized and institutionalized within the American capitalist state. It is to further this process that the White House released its phony numbers, along with the hypocritical order feigning commitment to reducing the number of civilians killed by the Hellfire missiles fired from thousands of miles away by CIA and Pentagon operatives viewing their victims over video screens. The new policy, according to a White House release, is designed to “develop a sustainable legal and policy architecture to guide our counterterrorism activities going forward,” and to “institutionalize and enhance best practices regarding US counterterrorism operations and other US operations involving the use of force...” In other words, with barely six months left in office, Barack Obama is determined to secure a core element of his loathsome political legacy—turning the White House Oval Office into headquarters for drawing up “kill lists” and organizing “targeted killings,” i.e., political assassinations of foreign nationals and US citizens alike. The Obama White House has set into motion a drone expansion program that will increase the military’s capacity to launch assassination strikes by 50 percent, while keeping the covert CIA drone program in place. All of those who appear in a position to succeed him have endorsed drone killings. In the case of the presumptive Democratic candidate Hillary Clinton, she signed off on them as Obama’s secretary of state. As for the pretense of concern for the “collateral damage” inflicted by this campaign—men, women and children who are not deliberately targeted but nonetheless blown to pieces—it is intended merely to provide a pseudo-humanitarian cover for cold-blooded murder. Even the New York Times, which has in the past defended Obama’s drone assassinations, was compelled to note that the executive order and the casualty estimate from the DNI were released on the Friday afternoon of a long holiday weekend. This is a traditional time period for releases that the government hopes will escape close public scrutiny. In this case, it is for good reason. According to the estimate provided by the DNI, the number of civilians killed “outside areas of active hostilities,” i.e., excluding the wholesale slaughter in Afghanistan, Iraq and Syria, between Obama’s inauguration in January 2009 and the end of 2015, amounted to a grand total of between 64 and 116. This compared in the US intelligence estimate to between 2,372 and 2,581 “combatant” deaths. This admission represents an incremental change from when the architect of the drone murder program, now CIA director, John Brennan, claimed in 2011 that over the previous year there had not been “a single collateral death because of the exceptional proficiency, precision of the capabilities” of the remote-control killing machine. At the time, Pakistan was counting its civilian victims in the hundreds, if not thousands, including 41 tribal leaders gathered in an open air, government-approved meeting in March of that year, who were ripped to pieces by four Hellfire missiles fired from multiple US drones. Nonetheless, the numbers now provided by the DNI are absurdly low. Among the most cited sources on the subject, the Bureau of Investigative Journalism has provided a conservative estimate that as many as 1,138 civilians have been killed by American drones—that is, tens times as many as are admitted by Washington. Even this figure is a serious underestimation of the real human toll of Obama’s “targeted killing” program. A study done in 2014 by the human rights group Reprieve documented that in attempting to assassinate 41 individuals deemed by the White House to be “terrorists”—a category that includes anyone resisting American occupation or opposing US policy—drone strikes killed an estimated 1,147 people. Among those reacting to Thursday’s press release was Letta Tayler, a Human Rights Watch researcher who documented through interviews with witnesses, relatives and officials the deaths of at least 57 civilians in US drone strikes in Yemen between 2009 and 2013. “I find it difficult to believe that in examining just seven attacks I happened upon well over half of the civilian deaths that the US acknowledges,” Tayler told the Washington Post . One explanation for the immense discrepancy between the US government’s figures and those of virtually all other sources is that the Pentagon and the CIA have a policy of presumption of guilt for anyone killed by a drone missile. Males between the ages of 18 and 80 are automatically deemed “combatants,” and in many cases women and children are treated the same way. Director of National Intelligence James Clapper provided a simpler—and chilling—explanation Friday for the disparity in casualty estimates: the higher totals were the result of the “deliberate spread of misinformation by some actors, including terrorist organizations.” The meaning is clear. Those questioning a global assassination program carried out in the name of a “war on terror” are themselves suspect of acting in league with terrorists and, logically, potential targets. The drone murder program—the signature policy of the presidency of Barack Obama—sums up the criminality not only of the president himself, but also of those he serves, the parasitical financial oligarchy and the vast military-intelligence apparatus. In the defense of their interests, war abroad is inevitably joined with repression at home. Fab By Patrick Martin 11 June 2016 In his online endorsement of Hillary Clinton to succeed him in the White House, President Obama declared that she was more qualified than any previous candidate for the presidency. A report Friday in the Wall Street Journal indicates that these “qualifications” include personal participation in approving drone-missile assassinations. Clinton’s role in the chain of command leading to the incineration of thousands of people in Pakistan, most of them innocent civilians, is one of the secrets concealed in the long-running investigation of her use of a private email server while Secretary of State in the Obama administration. The Wall Street Journal article reports that in 2011 and 2012, after a series of internal disputes between the CIA and the State Department over how drone missile strikes in Pakistan were complicating US diplomatic relations with the government in Islamabad, the State Department was given the right to veto missile strikes if their timing was considered especially provocative to the Pakistani government. The US Ambassador to Pakistan, Cameron Munter, or another official at the embassy, would be informed of drone strikes in advance by the CIA, and would then consult with the State Department, going up the line all the way to Secretary of State Clinton, about whether to formally “concur” or “non-concur” in the action. According to the Journal, such communications would normally pass through the internal State Department communications system, with Clinton given oral briefing and responding in the same way. However, there were some instances, usually when officials were on vacation or during holiday periods, or when the high-security system was too cumbersome and an immediate reply was needed, when an aide would send Clinton an email about an impending strike, for her response. The Journal wrote: “The vaguely worded messages didn’t mention the ‘CIA,’ ‘drones’ or details about the militant targets, officials said.” These emails are apparently among those now considered top-secret by the intelligence agencies, although they were not so classified by the State Department at the time. As the Journal noted, “The CIA drone campaign, though widely reported in Pakistan, is treated as secret by the U.S. government. Under strict U.S. classification rules, U.S. officials have been barred from discussing strikes publicly and even privately outside of secure communications systems.” Significantly, the Journal, whose editorial page is ferociously hostile to Clinton and treats her use of a private email server as a major criminal offense, reported that “Several law-enforcement officials said they don’t expect any criminal charges to be filed as a result of the investigation, although a final review of the evidence will be made only after an expected FBI interview with Mrs. Clinton this summer.” It has been clear for more than a year that the email controversy is being driven by sections of the military-intelligence apparatus allied to the Republican Party and seeking an even harder line in US foreign policy than that pursued by the Obama-Clinton administration. A series of leaks has kept the issue before the public to undermine Clinton’s political standing and, potentially, sabotage her campaign entirely. What is remarkable about the latest revelation is that it does link Clinton directly to criminal activity, only not in the sense long alleged by her right-wing political opponents. The criminal activity is her personal participation in the campaign of drone-missile assassination, conducted by the CIA and Pentagon at the direction of President Obama, in complete violation of international law. The Wall Street Journal account indicates that State Department opposition to specific drone missile strikes was related entirely to problems of timing—a mass incineration coming on the eve of sensitive US-Pakistani talks or the visit of a top US official to Islamabad—and did not represent any objection to the program itself. The newspaper reported, “Only once or twice during Mrs. Clinton’s tenure at State did U.S. diplomats object to a planned CIA strike, according to congressional and law-enforcement officials familiar with the emails.” As for the CIA’s concerns about secrecy—now given voice by Republican officials, from congressional representatives on up to Donald Trump—the Journal account concedes that the drone missile program was widely publicized in Pakistan. “Despite being treated as top secret by the CIA, the drone program has long been in the public domain in Pakistan,” the newspaper noted. “Television stations there go live with reports of each strike, undermining U.S. efforts to foster goodwill and cooperation against militants through billions of dollars in American aid.” The language is priceless. According to this leading US newspaper, it was not the missile strikes themselves, spreading death and destruction, but the television reports about them, that were causing a political backlash in Pakistan. As for the insistence on secrecy, this had a clear political motive. The CIA and Pentagon wished to keep the missile assassination program secret, not from the Pakistani population, who could see the toll in men, women and children incinerated and maimed, but from the American people, who were not to be allowed to know what the government of the United States was doing, allegedly in their name. Fab Obama’s drone order: Institutionalizing a state murder operation 2 July 2016 Over three-and-a-half months after promising “in the coming weeks” an “assessment” of the number of civilians slaughtered in illegal drone missile strikes carried out in countries “outside of areas of active hostilities,” the Obama administration on Friday released numbers that represent a fraction of those documented by various independent investigations. The report, drafted by the office of the Director of National Intelligence (DNI), was accompanied by an executive order reaffirming that the US president has the unquestionable right to order the state murder of anyone in any part of the world, while claiming a commitment to “promote best practices that reduce the likelihood of civilian casualties.” The words “best practices,” drawn from the dry lexicon of corporate management, recur three times in the US president’s executive order, underscoring the way in which the methods of Murder Inc. have become routinized and institutionalized within the American capitalist state. It is to further this process that the White House released its phony numbers, along with the hypocritical order feigning commitment to reducing the number of civilians killed by the Hellfire missiles fired from thousands of miles away by CIA and Pentagon operatives viewing their victims over video screens. The new policy, according to a White House release, is designed to “develop a sustainable legal and policy architecture to guide our counterterrorism activities going forward,” and to “institutionalize and enhance best practices regarding US counterterrorism operations and other US operations involving the use of force...” In other words, with barely six months left in office, Barack Obama is determined to secure a core element of his loathsome political legacy—turning the White House Oval Office into headquarters for drawing up “kill lists” and organizing “targeted killings,” i.e., political assassinations of foreign nationals and US citizens alike. The Obama White House has set into motion a drone expansion program that will increase the military’s capacity to launch assassination strikes by 50 percent, while keeping the covert CIA drone program in place. All of those who appear in a position to succeed him have endorsed drone killings. In the case of the presumptive Democratic candidate Hillary Clinton, she signed off on them as Obama’s secretary of state. As for the pretense of concern for the “collateral damage” inflicted by this campaign—men, women and children who are not deliberately targeted but nonetheless blown to pieces—it is intended merely to provide a pseudo-humanitarian cover for cold-blooded murder. Even the New York Times, which has in the past defended Obama’s drone assassinations, was compelled to note that the executive order and the casualty estimate from the DNI were released on the Friday afternoon of a long holiday weekend. This is a traditional time period for releases that the government hopes will escape close public scrutiny. In this case, it is for good reason. According to the estimate provided by the DNI, the number of civilians killed “outside areas of active hostilities,” i.e., excluding the wholesale slaughter in Afghanistan, Iraq and Syria, between Obama’s inauguration in January 2009 and the end of 2015, amounted to a grand total of between 64 and 116. This compared in the US intelligence estimate to between 2,372 and 2,581 “combatant” deaths. This admission represents an incremental change from when the architect of the drone murder program, now CIA director, John Brennan, claimed in 2011 that over the previous year there had not been “a single collateral death because of the exceptional proficiency, precision of the capabilities” of the remote-control killing machine. At the time, Pakistan was counting its civilian victims in the hundreds, if not thousands, including 41 tribal leaders gathered in an open air, government-approved meeting in March of that year, who were ripped to pieces by four Hellfire missiles fired from multiple US drones. Nonetheless, the numbers now provided by the DNI are absurdly low. Among the most cited sources on the subject, the Bureau of Investigative Journalism has provided a conservative estimate that as many as 1,138 civilians have been killed by American drones—that is, tens times as many as are admitted by Washington. Even this figure is a serious underestimation of the real human toll of Obama’s “targeted killing” program. A study done in 2014 by the human rights group Reprieve documented that in attempting to assassinate 41 individuals deemed by the White House to be “terrorists”—a category that includes anyone resisting American occupation or opposing US policy—drone strikes killed an estimated 1,147 people. Among those reacting to Thursday’s press release was Letta Tayler, a Human Rights Watch researcher who documented through interviews with witnesses, relatives and officials the deaths of at least 57 civilians in US drone strikes in Yemen between 2009 and 2013. “I find it difficult to believe that in examining just seven attacks I happened upon well over half of the civilian deaths that the US acknowledges,” Tayler told the Washington Post . One explanation for the immense discrepancy between the US government’s figures and those of virtually all other sources is that the Pentagon and the CIA have a policy of presumption of guilt for anyone killed by a drone missile. Males between the ages of 18 and 80 are automatically deemed “combatants,” and in many cases women and children are treated the same way. Director of National Intelligence James Clapper provided a simpler—and chilling—explanation Friday for the disparity in casualty estimates: the higher totals were the result of the “deliberate spread of misinformation by some actors, including terrorist organizations.” The meaning is clear. Those questioning a global assassination program carried out in the name of a “war on terror” are themselves suspect of acting in league with terrorists and, logically, potential targets. The drone murder program—the signature policy of the presidency of Barack Obama—sums up the criminality not only of the president himself, but also of those he serves, the parasitical financial oligarchy and the vast military-intelligence apparatus. In the defense of their interests, war abroad is inevitably joined with repression at home. "...the vote to leave [was a] defeat of an attempt to rule 500 million people with what amounted to a capitalist dictatorship [of the EU troika - the European Commission (EC), the European Central Bank (ECB) and the International Monetary Fund (IMF)], that was anti union and anti working class [as Greece demonstrated]. [The Brexit vote] was a victory for democracy and equality in Europe, and a rare blow, struck by ordinary people, without any very strong leadership, against the very powerful global forces of international supranational capitalism, against all the odds..." [Gregory Motton] The vote in Britain to Leave the EU is a matter of class politics, but since the position of the USG and media is that class politics don’t exist - the vote has to be turned into a matter of identity politics - a result of British racism vs. immigrants - the now standard move from class politics to identity politics - on the soi-disant Left as well as the Right - is affirmed. Corbyn is on the left - as are the people who elected him - and what we would call liberals in the Labour party (‘Blairites’) are trying to bring him down, not as they say because he might loose the next UK election but because he might win it, giving the UK a socialist government for the first time since they defeated Winston Chruchill (a racist warmonger) after WWII. The Left should oppose the EU - and therefore support Brexit - for the same reason it opposes the trade pacts TPP and TTIP: they are anti-democratic, neoliberal institutions. In this situation, here’s the outline of the speech Bernie Sanders should give at the Democratic convention; there are three points: (1.) “Hillary Clinton represents the neoliberal and neoconservative policies that I [Bernie Sanders] have attacked throughout the campaign (and conversely): I cannot support those policies or her candidacy.” (2.) “I urge those who’ve supported me to oppose her nomination in this convention - and, in the event that she is nominated, to defeat her candidacy in the general election.” (3.) “To that end, I am seeking the most effective form of opposition - whether via a third party such as the Greens or by means of coming to agreement with the Trump campaign, which has declared its opposition to neoliberalism and neoconservatism - to the pro-war and pro-trade pact policies of the Clinton campaign.” Trump broke with the neocons by rejecting the Obama administration's wars in the Mideast and its provocations of Russia. (The neocons immediately deserted the Republican party and scurried to the pro-war Clinton campaign.) Trump is now breaking with the neoliberals, who are also abandoning the Republicans for the pro-Wall St., pro-trade pact Democrats. Washington, D.C. 20520 Dear Secretary Kerry, We write to express our deep concern regarding recent developments in Brazil that we believe threaten that country’s democratic institutions. We urge you to exercise the utmost caution in your dealings with Brazil’s interim authorities and to refrain from statements or actions that might be interpreted as supportive of the impeachment campaign launched against President Dilma Rousseff. Our government should express strong concern regarding the circumstances surrounding the impeachment process and call for the protection of constitutional democracy and the rule of law in Brazil. As you are aware, Brazil’s legislature recently voted to suspend President Dilma Rousseff and a pending Senate trial could result in her permanent removal from office. This is not a legal trial, but a political one, where a two-thirds majority vote by a Senate riddled with corruption can end President Rousseff’s tenure. The circumstances surrounding these impeachment proceedings and the recent actions taken by Brazil’s interim government have generated enormous controversy both in Brazil and internationally. The impeachment process has come under fire for procedural irregularities, corruption, and political motivations from its beginning. The U.S. government should express concern about the threat to democratic institutions unfolding in a country that is one of our most important political and economic allies in the region, and the world’s fifth most populous country as well as Latin America’s largest economy. With President Rousseff’s suspension, Vice President Michel Temer ascended to power and immediately replaced a progressive, diverse and representative administration with one that contains only white men who have announced plans to impose austerity, privatization and a far right social agenda. Their actions include the elimination of the Ministry for women, racial equality and human rights (replacing them with weak Secretariats subordinated to the Justice Ministry), and the announcement of major funding reductions for social programs and poverty reduction, prompting statements of concern from the Inter-American Commission on Human Rights and other groups. Brazil remains deeply divided along income lines, yet the new cabinet has supported an agenda of sharp reductions to public services and extensive public pension and labor reforms with potentially deeply adverse effects on the poorest and most vulnerable. Again, these sharp reversals in government policy are conducted by a government with no popular mandate and which has come to power through extremely dubious means. In his first 30 days in office, Michel Temer lost three of his chosen ministers to corruption charges, including a close ally, Romero Jucá, President of the Brazilian Democratic Movement Party. Mr. Jucá stepped down after Brazil’s largest newspaper *Folha de Sao Paulo* released a taped conversation of him plotting the impeachment of President Dilma Rousseff to install Temer in her place as a way to shut down a massive corruption investigation. To make matters worse, many of the politicians who support this impeachment process currently face allegations of serious crimes such as corruption, embezzlement and even attempted homicide. This includes Mr. Temer, who was found guilty of campaign finance violations and is banned from running for any political office, including the one he now holds, for eight years once he leaves office. President Rousseff herself has never been formally charged with corruption and the impeachment claims are not based on corruption allegations. Instead, she is accused of using money from public banks to temporarily cover budget gaps. Whether appropriate or not, it is a widely used practice at all levels of Brazilian government, including by her two predecessors. This fuels allegations that the impeachment proceedings against President Rousseff are politically motivated. Beyond that, however, they are also seen as an opportunity for the interim president to impose a political agenda which reflects the views of the opposition, not of the elected President. Finally, we are concerned that, rather than showing concern regarding these troubling developments, our government has sent signals that could be interpreted as supportive of the impeachment campaign. Because many Brazilians have labeled the impeachment process as a “coup” against the country’s elected president, it is especially important that U.S. actions not be perceived as supportive of impeachment. We note, for instance, that on April 19 – just two days after the lower house voted to impeach President Rousseff – Brazilian senator Aloysio Nunes, a key backer of the impeachment campaign, met with one of the State Department’s most senior officials: Under Secretary of State for Political Affairs Thomas Shannon. In Brazil, this meeting was widely interpreted as a gesture of support for the removal of President Rousseff from office. Furthermore, we are dismayed to note that to date, State Department officials have limited themselves to expressing confidence in the democratic process in Brazil, without noting some of the very obvious concerns regarding the impeachment process and actions taken by the interim government. We urge you to join others in the region and express concern regarding these recent events and support stability, constitutional democracy and the rule of law in Brazil. Early in Hillary Clinton’s primary contest against Bernie Sanders, Berta Cáceres, an indigenous environmental leader in Honduras, was murdered by a coup regime that Clinton, as Secretary of State, helped consolidate in power . Apart for one quick statement denying any wrongdoing—“simply nonsense ,” a spokesman said of the charges that Clinton was in anyway responsible for Cáceres’s killing—the Clinton campaign largely ignored the issue. As far as I know, the only journalist who asked Clinton directly about Honduras was Juan González, during Clinton’s interview with the editorial board of the New York *Daily News. *Clinton provided a wordy and vague answer. She admitted that the situation was bad, that activists were being slaughtered, but insisted that at the time she “managed a very difficult situation, without bloodshed, without a civil war, that led to a new election. And I think that was better for the Honduran people.” For the most part, criticism of Clinton on Honduras largely stayed on the margins of the primary process, even as the killing in Honduras continued and evidenced mounted that Washington was once again was funding old-school death squads (see the invaluable investigation by Annie Bird ). Now, having beat back that part of the Democratic rank-and-file that cares about dead feminist activists in small third-world countries, the Clinton campaign has gone full Sun Tzi , turning its Honduran weak point into a strength, or, à la Karl Rove, its vulnerability into a virtue. In picking Virginia Senator Tim Kaine as her running mate, the campaign has front-and-centered Honduras—not as a victim of Clinton’s realpolitik neoliberalism but as a sacred space of healing poverty. Kaine, a Catholic, spent nine months in Honduras, from 1980 to 1981, in the Jesuit mission in El Progreso, very close to the company towns and plantations of the storied multinational banana company, United Fruit. The sojourn, Kaine says, changed his life. Honduras “was really the turning point in my life. I was at Harvard Law School and didn’t know what I wanted to do with my life. And I took a year off and worked with Jesuit missionaries in Honduras,” Kaine told CNN’s Candy Crowley. “Every day I think of the lessons I learned from my friends there,” Kaine said elsewhere. The experience, he says, set him on his life’s journey to fight for social justice. Honduras “made him who he is,” said Kaine’s mother, Kathleen. As soon as Clinton announced her pick, the liberal press converged, following the Clinton campaign’s talking points that spun Kaine as a progressive. “A Pope Francis Catholic .” Fine. To be expected. But that Honduras—Honduras!—is being highlighted as the beginning of Kaine’s conversion narrative truly is audacious. Kaine, then twenty-two years old, showed up in Honduras during an especially consequential moment. The country in 1980 was quickly turning into the crossroads of Cold War. A year earlier, next door, Nicaragua’s Sandinistas had won their revolution. Father James Carney, a Chicago-born Jesuit priest who was executed in Honduras in 1983, recalled the moment in the Spanish-version of his memoir (published in English as *To Be a Revolutionary* ): “If Nicaragua won, El Salvador could win, and then Guatemala, and then Honduras could win.” Carney said that in early 1980, El Salvador’s Archbishop Oscar Romero, himself soon to executed, had declared that all conditions had been met for Christians to join the revolution: Life had become intolerable; All non-violent avenues of reform had been tried and failed; And, considering the misery in which most people lived, it would have been impossible for the revolution to produce injustices worse than those that already existed. “The popular war for liberation in Central America was one single war,” Carney wrote. At the same time, CIA operatives quietly began to move into the Honduran capital Tegucigalpa’s discreet Hotel Alameda, and began setting up the paramilitary network that would execute the Contra War against Nicaragua, a war that would claim 50,000 lives and lay the Sandinista Revolution to waste. CIA agents also began to work closely with Honduras’s security forces, which began their campaign of political disappearances in late 1979. On January 31, 1980, Guatemalan security forces firebombed the Spanish embassy, killing dozens of peasant protestors, including Rigoberta Menchú’s father, an atrocity that inaugurated a three year genocidal campaign that would claim hundreds of thousands of Mayan lives. In March 1980, Monsignor Romero was murdered. Ronald Reagan took office in January 1981, and appointed John Negroponte ambassador to Honduras. Negroponte, who later in his diplomatic career would move on to larger operations in Iraq, helped cover up the activities of Battalion 316, a death squad that disappeared scores of Hondurans . On May 14, 1980, Salvador’s National Guard, along with a paramilitary unit, slaughtered at least 300 people trying to flee into Honduras across the Sumpul River. On December 11, 1981, the US trained Atlacatl Battalion massacred upward of 900 people in the remote Salvador village of El Mozote. Throughout the region, including in Honduras, “multinational ‘hunter-killer’ squads on the Condor model ” began claiming victims. Thousands of refugees, from Guatemala, El Salvador, and Nicaragua, poured into Honduras. It was into this whirlwind that young Tim Kaine flung himself on his voyage of self-discovery. The Jesuit order was on the frontlines of Central America’s political upheaval. By no means were most Jesuits leftwing, but many, perhaps the majority, were at least broadly committed to what was called the “social gospel.” Some, like Father Carney in Honduras and Fernando Hoyos in Guatemala, committed themselves to the revolution and gave their lives. Others were more intellectual, deciding to master worldly knowledge, obtaining advanced degrees in political science, economics, sociology, history, psychology, and anthropology, and then use that knowledge to work for social justice. The most well-known among this group werethe six Jesuits who would be executed in San Salvador in 1989 by the Atlacatl Battalion (the same U.S. trained battalion that committed the El Mozote massacre). By the time Kaine arrived in Honduras, the Jesuit mission in El Progreso was focusing its work on labor issues and the welfare of plantations laborers and their families. Jeff Boyer, an anthropologist who did fieldwork in rural Honduras around the time Kaine was in El Progreso, tells me that the Jesuits “consistently endeavored to be thorn in the side” of the company, they had “no qualms going after United Fruit.” Boyer recalls a split among Honduras’s “North Coast Jesuits,” caused by, on the one hand, the rise of leftwing Liberation Theology and, on the other, the 1979 investiture of Pope John Paul II, a theological conservative who actively worked to weaken Liberation Theology in Latin America. According to Boyer, the U.S. Jesuits in Honduras tended to be more conservative, while younger Latin American and European Jesuits “consistently held democratic socialist positions.” (The one exception to this was Father Carney.) In interviews, Kaine says his mentor in El Progreso was Father Jarrell “Patricio” Wade—known as Padre Patricio—a Jesuit who spent nearly his whole life ministering in Honduras and who passed away there in 2014 at the age of 81. By all accounts, Wade was a decent, caring, and well-liked cleric—a “bear of a man,” remembers Boyer—but his ethics were more pastoral than political. Father Carney says that Wade blamed his political work with peasants for provoking the growing repression against priests. A “traditional Jesuit,” remembers Boyer, unable to see the need for structural change. Kaine was in Honduras for nine months (though two-year commitments for US volunteers were the standard for Jesuits). Mary Jo McConahay, a journalist with longtime experience in Central America, told me that it is “notable that Kaine’s work is being described as ‘missionary,’ as if fishing for converts, when it was anything but.” According to his own account, he provided politically neutral technical training, helping with a program that taught carpentry and welding. Yet, as Boyer tells me, “if Tim Kaine was working as a Jesuit volunteer in 1980, he could not have avoided become immersed in these socio-religious, political currents and cross-currents. He would have been exposed to both conservative and generally more left and activist work of his hosts and mentors.” Kaine, in other words, had found himself in the cauldron of the Cold War. “It was hot,” Boyer remembers of the Jesuit debates over what the proper course of action should be. None of this, however, comes across in anything Kaine says about his time in Honduras.Kaine didn’t run for public office until the 1990s, so there is no public record of what his opinion was of the Contra War, or the Guatemalan genocide, or the 1989 murder of the Jesuits in El Salvador, or what his Honduran mentors thought of Pope John Paul II’s efforts to neutralize Liberation Theology. Rather, Kaine, who has been talking about his time in Honduras at least since the early 2000s, when he was mayor of Richmond, uses his nine-month stay as a kind of platitudinous catch-all, to prove he is a true Christian to Virginia conservatives, to court the Latino vote, and, now, to convince rank-and-file Democrats he’s a progressive. Recently, in a C-SPAN interview , Kaine was asked what he learned about “America” during his time in genocidal, insurgent, impoverished, revolutionary, counter-revolutionary, priest- and peasant-killing Central America in 1980-1981. “Happiness is not that correlated with wealth,” he said; and, since Honduras was a “dictatorship.… It really taught me about things that we take for granted here…having a government that is the rule of the law.” That dictatorship was created and maintained by the US, a fact lost in Kaine’s uplift. Here’s a report from NACLA from 1981 : “Honduras almost outdoes the stereotype of a banana republic. The vast plantations run by United Fruit (now United Brands) envelop the countryside, while Honduras is second only to Haiti in per capita poverty. It has seen 150 governments in 160 years, and spent the last 18 under military rule.” It should be noted that that 18-year dictatorship was installed by the JFK administration, in a coup, one of many in Latin America brokered by Washington following the Cuban Revolution. In 1980, *exactly* the moment Kaine landed in El Progreso, Honduras “was the second largest recipient of U.S. economic assistance to Latin America, despite a sparse population of three million. It has received $3.5 million in military aid since April 1980, with $10.7 million projected for fiscal 1982.” Happiness indeed is not that correlated with wealth—or at least the wealth that comes in the form of military aid from Washington. One story that Kaine likes to tell—and he’s been telling it for a decade now, through his runs for Virginia governor and senator, and may again this Wednesday in his acceptance speech—is how he once tried to refuse a gift of food from a family with four, malnourished children. Padre Patricio accepted the food, and when Kaine asked how the Jesuit could take food from the needy, Patricio told him: “Tim, you really have to be humble to accept a gift with food from a family that poor.” Kaine say he has “not forgotten the lesson.” All this Christian charity would be fine, had Kaine, during his time in public office, especially as Senator, taken political action to help make food less expensive in Honduras. But he supports NAFTA and the Central American Free Trade Agreement, CAFTA. Though he wasn’t in the Senate yet to vote on those treaties, he says anyone opposed to free trade exhibits a “loser’s mentality .” So while Kaine is decent on immigration, and has signed on aletter to Secretary of State, John Kerry, asking for an investigation into Berta Cáceres’s death, he has consistently supported economic and security policies that drive immigration and contribute to the kind of repression that killed Cáceres. It has flooded local markets with cheap, agro-industry produced corn and other products, leading to a collapse in the price of locally grown food stuff but a rise in the cost of food in general. Malnutrition increased under CAFTA, and, during some acute periods, so did starvation . The trade treaty makes it difficult, if not impossible, for local governments to impose regulations on certain industries, like mining. A recent report issued by Congress’ Progressive Caucus concluded that “free trade agreements, including the North American Free Trade Agreement (NAFTA) and the Central America Free Trade Agreement (CAFTA) have led to the displacement of workers and subsequent migration from these countries.” In Honduras, extreme poverty has increased since CAFTA has gone into effect, as has political repression, especially following the 2009 coup. Kaine, as far as I can tell, has said nothing about that coup (his beloved Jesuits condemned it in no uncertain terms). Watching Kaine talk about Honduras, he does seem troubled by the country’s poverty and political repression. But like most neoliberal politicians, he disassociates in his political rhetoric the trade and security policies he votes for from the catastrophic consequences of those policies. As I wrote elsewhere about Clinton’s Latin American policies, “there’s no violence caused by over-militarization that more militarization can’t solve. There’s no poverty caused by ‘free trade’ that more ‘free trade’ can’t solve.” Kaine helps the Clinton campaign transform Honduras from a real place, engaged in political struggle, into an imaginary kingdom of banality. The sharp political and economic analysis of someone like Berta Cáceres, who before her death named Hillary Clinton and US policy as responsible for Honduras’s terror regime, is converted into the virtues of anonymous poor people offering up their ever-more costly (thanks to CAFTA) food as a life lesson in humility.
