[Peace] Urbana: (draft) Resolution Opposing The Dakota Access Pipeline

If anyone has any objections to this, it would be strategic to raise them
today, because an amendment is much more likely to be successful on Monday
if it has been circulated in advance and agreed to by a majority of council
members. Any objection that surfaces for the first time on Monday evening
is likely to be significantly discounted.
