[Peace] Illinois House resolution: "Nuclear Weapon- No First Use", from Ammons and LaVia

Looking at some other Illinois State House bills turned up this
resolution, sponsored by Carol Ammons and Linda Chapa LaVia:

    HR 61 -- Nuclear Weapon - No First Use

It resolves (a) to call on the US Pres. to make it US policy of no first
use of nuclear weapons, (b) for Congress to pass legislation to that
effect, and (c) for the US Congress to stop funding new nuclear weapons
"that can produce a relatively small nuclear explosion [...] potentially
lowering the threshold to using nuclear weapons first".
