Dear Robert,

In the coming weeks, House and Senate leadership will decide which
provisions will remain in the FY2020 National Defense Authorization Act
(NDAA). Different versions of the bill passed each chamber over the summer,
and House-Senate negotiators are now working out a final agreement.

We want the final version to include a House-passed provision to end U.S.
military involvement in the brutal Saudi-UAE led war in Yemen. That
amendment was introduced by Reps. Ro Khanna (CA-17), Adam Smith (WA-09),
Adam Schiff (CA-28), and Pramila Jayapal (WA-07), and passed by a
bipartisan vote of 240-185. It is very similar to the Yemen War Powers
Resolution passed by both the House and Senate with bipartisan majorities
during the spring of 2019 but vetoed by President Donald Trump.

We now have a real chance to end this war, which has never been authorized
by Congress. The Saudi-UAE led coalition’s aerial bombardment of Yemen is
one of the leading causes

of
civilian casualties in the war and a driver of the world’s largest
humanitarian crisis. More than half of the country’s population is on the
brink of starvation and over 1 million people have contracted cholera, with
an alarming 10,000 new cases each week. The United States has the leverage
to stop the killing, starting by ending its logistical and intelligence
support for the bombing.

*Call Senators Durbin and Duckworth at 202-224-3121 today, and urge they to
state publicly that they will not support an NDAA that doesn't also end US
support for the Saudi-UAE led war in Yemen! *

*Why end U.S. military support for the Saudi-UAE led war in Yemen?*

   - Congress has never authorized the use of U.S. military force in the
Saudi-led war in Yemen, making such participation unconsitutional.
   - The Saudi-led war in Yemen is exacerbating the world's worst
humanitarian crisis, with nearly 22 million people in need of emergency
   assisstance.
   - Save the Children estimates that at least 85,000 children under the
age of five have died from hunger and disease since 2015.

Thank you for all you do for peace!

Sincerely,
Marcia Bernsten and Timi Papas, co-chairs of the CAPA Foreign Policy
Working Group
