[Rfu-barnraising] Permits for the Tower

I spoke with Steve from the city today about the status of our permits. 
He wasn't in a position to confirm it, but he thinks it was decided that 
we do NOT need a special use app afterall. This means that all we would 
need is a general utility app, which does not require the long process 
and city council approval that the special use app requires. This will 
be confirmed when Paul, the staffer who is handling the special use app, 
returns from vacation next week.

We did need the engineering drawings in any case, no matter what the 
permit, so we haven't wasted the magnanimous efforts of Kevin, Chris and 
Allen Engineering.

In the meantime, I am completing the general utility app that Steve 
thinks will be all we need for the aerial, which will only cost $35 
(much cheaper than the spec use app), and getting it back to Steve. I 
will update everyone when I have this situation confirmed. If it is, 
then it means we have all the permits in place, except for getting the 
minor amendment back from the FCC. I will check on that next week, as we 
should be seeing something on it any time now.

Of course, this does not include any permits connected with the studio 
construction itself, but AFAIK this should be covered in the permits 
needed to convert the space as a whole.
