[Rfu-outreach] WRFU email lists consolidation

As per consensus at last night's meeting, RFU's several mailing lists will
be consolidated into one list (RFU List, rfu at lists.chambana.net)
The separate working group lists ( rfu-membership, rfu-outreach,
rfu-automation, rfu-tech, rfu-finance) may become necessary when RFU's
membership is larger, but for now they mostly obscure and hide
communications.  They will for the moment be closed to new posts.

The [rfu-station] list, which was a low-volume list for official station
business only, is also being consolidated to [RFU].  This makes [RFU] the
one list that at least one person from each current Programming Group needs
to be subscribed to.  Others interested in the station & people interested
in volunteering in other ways are encouraged to subscribe as well.
