Right, all of the interfaces have a 10.0.a.b/32 assigned.  This is to
suppress ARP on 10.0/16.  (I suppress ARP since it may create link-layer
routes that clash with HSLS/ETX routing.)

There ought to be 10.a.b/24 routes and 10.0.a.b/32 routes, only.
