[CUWiN-Dev] Tunnel Concentrator / Default UTD Config...

src/boot-image/extras/etc/rc.conf.d/utd:conc_outer=${conc_outer:-64.198.255.12,2525}

I do not like the idea of having our public builds and public source
configured to have all nodes go to CUWiN's tunnel concentrator.  This
should be a cuw_config var and by default blank until we have proper
documentation on the tunnel concentrator for dif groups to create
their own.

The current configuration puts CUWiN in a potential bad situation and
is to me just bad practice.
