[IMC-US] notifying www-features:

hi all,

after further discussion off-list, i think d.o. has a really good point
and that the features list should be notified.  while this would be a
break from previous precedent (concerning the process of becomming an
IMC), given the nature and potential impacts of the IMC-US website project
on the features working group, i think it makes a lot of sense to have the
features team in the loop early.

so we'll let them know ASAP,

as mentioned in several previous e-mails, the process we decided to follow
is to first get an initial proposal put together on the imc-us at ucimc.org
list, then to have further discussion about this proposal on the
imc-us-process at lists.indymedia.org list, after this, we would apply
through the existing new-IMC process (the same as any other IMC would), at
which time it would go out to multiple global IMC lists.  this is very
much in keeping with prior precendence on how new IMCs have been formed.
