ftaaimc did have open publishing in addition to syndication.  lots of
good information and media was posted to the newswire.  

maybe we could, on the top of the (hypothetical) us imc publish page,
have a drop down similiar to the one on the oceani sidebar, which
encourages people to post to their local imcs.  and then a publish
form.  

another point is that people tend to be really confused by the
location of the open publishing wire on www.indymedia.org.
admittedly, it's kind of hidden.

one idea i had for a startpage layout that would combine (distinct)
editorial features, syndicated local features, and open publishing was
something like:
