[IMC-US] Feature Process - propose, 6 hour wait, promote

In this meeting, those present agreed to return to a feature process that
involves:

1. PROPOSE the feature to the editorial list
2. WAIT 6 hours to hear agreement/disagreement
3. PROMOTE if there are no blocks within that time

This process importantly relies upon waiting to hear blocks, rather than
seconds. As in practice it seems people who have no problem with a piece going
up often don't take time to email an agreeing, while blocks tend come pretty
quickly.

Also of note: Last time I counted, there are 29 folks with active admin accounts
for the site. There has got to be a way to divy out responsibility for the page
so that the simple daily tasks are lightened out across the load of more than
two dozen people.
