[IMC-US] How to Promote?

As new admin, I'm still slowly walking around the
admin site. Scared, really--I don't have a good deal
of tech skills. And since the protocol to promote
articles was just changed, i wonder if somebody might
quickly say how to suggest an article for promotion
from the local feature newswire.
