[IMC-US] inaugural coverage

i am going to push the startpage special live sometime during mid day
today.  hopefully i will have the web stream url for dc, if not, i will
add it later.  if anyone want to change the layout or add anything, please
do say something.

i will probably change the format of it, focus it on imc sites and web
radio and provide contact info for web radio.

so, if you have a web radio stream that will be streaming special
coverageon the 20th, please do tell!
