[IMC-US] note about nyc imc on imc us?

Hi all,

The NYC site has been down for the better part of the
last week after its servers moved or are moving.
Anyway, I was wondering if we could stick up a brief
note on imc us about it. 

I would rather not do a redirect as the site could
feasibly be working any day or moment now. But perhaps
we could say:

"The New York IMC website is experiencing ongoing
technical difficulties. We are working to correct the
problems; for now, feel free to use IMC US for all
your comunity reporting needs."

I'll let people know when the site is back,
