[Imc] global chat report

Shew... everyone's still getting the kinks worked out of chatting via IRC,
but a worthwhile experience.

If you think sometimes the U-C IMC meetings move sloooowwww.... anyway...

The global communication group/network is working on having a way of
distributing proposals for action and policy. I believe a decision was
made to create a listserv just for floating proposals, sans discussions.

Further, there is a proposal for setting the ground rules for the addition
of new IMCs to be found here:
http://global.indymedia.org.au/front.php3?article_id=143&group=webcast

A popular method floated for making global decisions was to have each local
IMC consider these proposals and bring back comments, changes, etc. to the
global. This method was not fully decided (at least I don't think,
sometimes it's hard to follow things on IRC).

And, after 2+ hours, that's about it. I'll be glad to teach others how to
use IRC once we're online at the space. The next global IMC communications
meeting is 2/25 at 2pm CST--these times will change in order to accommodate
world-wide schedules fairly. I plan to attend this one, perhaps Zach, who
was also in on this one, will too.

A final note--a nice byproduct of this meeting was the change to have
side-chats with a former Urbana-ite (Ayleen Crotty) who's now working with
the Portland, OR IMC, and other folks, known only by nicknames, who've
passed through Urbana through the years who are also hooked up into this
crazy IMC movement.
