Hi all,

below are 3 policies ("Circulation", "Collection Development" and "Definitions 
of the IMC Library vs IMC Archive") that the IMC Librarians have recently 
drawn up.  They were discussed at last sunday's meeting, but we thought we'd 
post it to the list for those who didn't get to view them.  (There will also 
be a hard copy posted at teh IMC).  Please read them over so that they may be 
finalized at next sunday's meeting.

UCIMC Library Circulation Policy DRAFT
Created 2/7/01. Revised 2/8/01

PURPOSE

This policy was created to insure fair access to information for all UCIMC 
members and members of the surrounding communities.

BORROWING PRIVILEGES

Who can check out materials?
Members of the IMC may check out books and other materials.
Membership requirements are to be determined by the UCIMC Steering committee. 
Until membership is defined, library materials will only be circulated to 
UCIMC Founding Funders.

What is the loan period for materials?
Two weeks.

Can magazines be checked out?
Yes, except for the current issue of any subscription.

Can archive materials be checked out?
No, but they are available for use at the IMC.

How can non-members use the information at the IMC?
They may use the information during any hours that the IMC is open to the 
public, but they must use it on the premises of the IMC.

OVERDUE MATERIALS AND RENEWAL

What if material is returned after the due date?
There will be a $0.25 per day fine for each overdue item.

Can material be renewed?
Yes.  Renewals can be taken over the phone, by calling the main IMC number:  
(217) 344-8820.  The IMC librarians reserve the right to contact individuals 
who have material(s) needed by another IMC patron.

LOST AND DAMAGED MATERIALS

If materials are lost or damaged beyond repair, the borrower is responsible 
for the cost of replacing the item.  The patron may bring in a replacement 
copy instead.

CONFIDENTIALITY OF MEMBER BORROWING RECORDS

All users of the IMC are afforded confidentiality regarding the materials and 
information they access using the IMC’s materials and space.


FUTURE REVISIONS

This policy may be revised as determined by the IMC librarians and will be 
reviewed at least once per year.


IMC Library Collection Development Policy—DRAFT

PHILOSOPHY

The mission of the Urbana-Champaign Independent Media Center Library is to 
provide a collection of materials in a variety of formats to implement, 
enrich, and support the mission of the IMC and to meet the individual 
educational and investigational needs of IMC members and members of the 
surrounding communities.

SELECTION CRITERIA

Materials shall be chosen to implement, enrich, and support the mission of the 
IMC and to meet the individual educational and investigational needs of IMC 
members and members of the surrounding communities.

Priority will be given to materials created by small and alternative presses 
and other groups that lack voice in contemporary mainstream/corporate media 
outlets.

Priority of selection will be given to materials that are unavailable at other 
local information outlets (Urbana Free Library, Champaign Public Library and 
University of Illinois Library).

Requests for materials will be welcomed and considered based on the selection 
criteria and available funds.

GIFTS AND FUNDRAISING

As a non-profit organization, the IMC Library actively solicits gift 
materials.  These materials shall be subject to the same criteria as those 
obtained through the regular selection process.  Donations not chosen for 
inclusion in the collection will be sold or donated at the determination of 
the IMC librarians and any money generated shall be used for future collection 
development.

The IMC librarians will pursue fundraising activities to support the goals and 
objectives of the library.
	
WEEDING

The IMC librarians recognize the importance of maintaining a collection of 
current, appropriate, and useful materials.  Therefore, a periodic evaluation 
of the collection will be performed in order to remove or replace materials 
that are no longer useful.  The final decision concerning the removal or 
replacement of material rests with the IMC librarians.


FUTURE REVISIONS

This policy may be revised as determined by the IMC librarians and will be 
reviewed at least once per year.
 
WORKING DEFINITION OF THE IMC LIBRARY AND THE ARCHIVE

The IMC library is
·	A collection that is open to the public;
·	A collection that circulates to IMC members;
·	Managed and maintained by the IMC librarians who will make and execute 
decisions about collection development and circulation.

The IMC archive is
·	A collection that preserves the accomplishments and output of the IMC;
·	A collection that will preserve alternative views of historical events;
·	Non-circulating but accessible on the IMC premises to IMC members and the 
general public;
·	Material primarily for use by IMC reporters and media creators who are 
creating media;
·	Is generated by IMC reporters and media creators; 
·	Managed and maintained by the IMC librarians.
