Right.  Fair use covers short selections for purposes of critique or
of review of previous work; it covers parody.  But a t-shirt with a
single quote on it is a simple appropriation, it's not a use of another's
work that's part of an original work of one's own.

There's a chance that the people whose quotes you're using wouldn't
care, but it would definitely be appropriate to get permission first.
