[Imc] 501(c)(3) stuff -- what we can and cannot do.

i just remembered that i said i would forward some info on what 501(c)(3)
organizations (non-profit) can and cannot do when it comes to elections,
lobbying, etc.  there's a lot of misinformation floating about, hopefully
these items will clear things up.
