Secretary of State Colin Powell said on CNN that the administration is
reviewing all CIA rules, and considering lifting the agency's ban on
assassinations and easing restrictions requiring that informants be
screened for criminal histories.

Meanwhile, Attorney General John Ashcroft said he will present Congress
with a legislative package this week to strengthen the government's legal
arsenal against terrorists. The package, he said, will include stiffening
penalties for people found to have harbored or assisted terrorists and
broadening the government's rights to wiretap telephones.
