I hid a piece of IMC network spam as it is a repost, with very minor
added comments that add little if anything to it's previously
questionable appearance here. See link to the previous post in the
Comment attached.

PS We may want to begin further discussion on policy toward IMC network
spam at next Sunday's Steering group meeting. Threats have been made on
the global Newswire in the past 24 hours that an attack on the IMC
network as a whole may be beginning. It is unclear whether there is any
connection between that and the surge in network spam we have
experienced here in the last couple of days.

In the absence of an upgrade to seperate Newswires for local content and
other material as of yet, we may want to make some changes to prevent
the kind of destructive behavior that has plagued the global Newswire in
the last few days.
