[Imc] IMC not locked

Well, this could occur for two reasons.

1) Tne last staffer forgot to lock it. Since we know who that probably
is, let's check with them to see what they have to say.

2) Someone used the IMC AFTERHOURS and forgot to lock it. I would
suggest that, if that is the case, this person step forward immediately
and apologize. Otherwise, it looks necessary to me for us to consider
banning afterhours work or instituting some other controls that will
prevent a reoccurrance.

This will be brought up at Wed.'s Space group meeting.
