Concerns Raised:

Josh King, via phone:
General concern regarding: improving the efficiency and accountability of
the IMC, without causing the IMC to become more hierarchical.
We need greater and more regular communication, greater education within the
organization regarding:
-consensus
-Members having ownership of the organization
- Clarity regarding who is responsible for what within the organization and
what needs to go to steering

Finance and steering have responsibilities that they're not equipped for.
 Maybe steering shouldn't take on role of board, but should be more active
in delegating stuff to working groups that can be formed around needs. These
groups would be aware of their roles and responsibilities and would be able
to execute them with minimal reporting to steering and finance.


Brian Dolinar:
1. Greater transparency btw finance and steering
2. Increase AmeriCorps program oversight in steering
3. Bring back WG reports at steering, but make sure they happen fast

Nicole:
We need a core of spokes who can commit to this role of actively "steering"
the organization, making empowered decisions, documenting them, etc.  We
should know who the spokes are / spokes should know what is expected of
them.  *

Points needing Clarification (as Josh put it, *we need clarity not hierarchy
*):


   1. What is steering's role& authority?
      1. Who needs to attend steering?
         1. Treasurer or Finance rep - needs to come each month and make a
         report
         2. Consistent spokes from each WG
         3. Program Director for AC
      2. What is an outline for a steering meeting / Steering functions
      1. Financial Update
         2. AmeriCorps program update
         3. Steering should play a greater role in employee supervision
         4. Dispute resolution
      3. What are ways that we can strengthen the steering group? * Please
      note that these are suggestions from our meeting to be discussed further*
      1. Clarify what spokes are supposed to do (bring your WG issues to
         group, represent whole organization to gain consensus)
         2. Implementing a consistent group of spokes who serve for
         specified terms
         3. Meeting more frequently (2x per mo, with one meeting being
         business-focused)
         4. Suggested by Nicole - committees with specific tasks who can
         report to the whole group (for example, for issues like
hiring and financial
         analysis)
         5. Have a facilitator training for all spokes
         6. Have a consensus training for all spokes
         7. Meeting notes should contain next steps and action plans that
         can be revisited at each meeting.
         8. AmeriCorps attend at least once in their service year - then can
         decide how to participate, but should feel empowered to do so
         2. What is BOD's role and authority?
      1. Have BOD duties been delegated to steering?
      2. What would steering like the BOD to do, if anything?
   3. What is Finance's role and authority?
   Problem: small group that does not attract new members, generally
   speaking.  Can we encourage greater participation in Finance -or- fold some
   finance responsibilities back into steering?
   4. What is AmeriCorps (members, supervisors, and program director) role
   and authority.
   How can we convey that AmeriCorps members also have ownership in the
   UCIMC outside the rules and regulations of AmeriCorps?
   5. What is our structure?  What is working and what is not?
      1. What are the rights and responsibilities of members?
      2. What are the rights and responsibilities of WG?


We did not set a date for a second meeting on this topic, but that should
happen, perhaps at the GMM this fall.  More discussion about next steps can
also take place at this week's steering meeting on July 1 at 8pm at the IMC.
I hope that these questions will help shape further discussions and
strengthen the IMC!
