[Livingwage] Champaign Council meeting ont he 21st

Just two more things about the Champaign Council meeting on the 21st.  For 
those who have never been to one, access tot he chamber is on the north 
side of the building, around the corner from the main entrance on Neil 
St.  Second, there is parking in the bank lot on the west side of Neil St.
