[rfu-automation] mirror audio PSA's on website?

I think this is a good idea.  It certainly can't hurt to have files in more
than one place.  Being able to play them live from the site is a nice
option, as is the ability to archive old audio PSAs on the web site.

The site does have audio upload capability, which does not get as much use
as it could.

Is the case for it being easier to drop expired PSAs based on a different
method of automation (having PSAs play not from files but from links)?
