[rfu-membership] Open Time Slot: 8 to 10 A.M.

Lolaka ya Afrika has left their time slot, and they will be missed.

Nevertheless, the 8 to 10 A.M time slot is now open only to currently
approved programming groups for the next three days. After which time,
the time slot will be open to all programming groups.
