    A spokesman for Governor Ryan me that HB1776 is under review by his
staff, which will recommend his signature or a veto.  This is a customary
procedure, but the possibility of a veto as an expression of backdoor
opposition by the utilities industry should not be overlooked.  There needs
to be a counter-balancing force.
