 Can any group present a tariff to ICC?  Is IP the only organization that
 can submit a tariff?

    NO. ONLY A UTILITY CAN.
 
 Could a city pass an ordinance that would take precedence over any
 tariff?

    YES, AS LONG AS THE CITY PAID THE UTILITY FOR ANY EXTRA EXPENSE DUE TO 
TOUGHER RESTRICTIONS.
