[3rsproject] 3rs to appropriations committee

Thanks for writing this up, Sarah! It looks great, and I think it's an
excellent follow to our meeting last year when we suggested many of these
changes (except now there just might be some political clout behind them!).

And I do agree that we should extend actions of this sort to our other
chapters, so that they can get on board, and so that they will have an idea
of what we're dealing with whenever we interact with IDOC.
