[Bookstoprisoners] Data entry - System Update

Hello All,

Matt has implemented some major changes to the Lemur data entry system.  You
will notice that the tasks of searching for inmates, and creating new
records have been separated.  This will hopefully reduce the problems we've
had with this part of the system.

I'll be out of town this weekend, but would like to hear about your
impression and experience using the system this weekend.

Thanks Matt! And thanks to everyone for your patience as this system
continues to evolve and improve.
