serve the City of Urbana in these and other areas, apply for a position on a
City Commission!

Mayor Tod Satterthwaite will be accepting applications from people
interested in serving on various City boards and commissions.  Anyone
interested in serving on the:

CHAMPAIGN-URBANA JOINT CATV COMMISSION
The Commission acts as an advisory body to the City Councils of Champaign
and Urbana for the purpose of overseeing the construction, development and
operation of the cable television system, and the administration of the CATV
Franchise. The Commission performs, among other functions, the following:
holds public hearings concerning applications for and renewal of a CATV
Franchise, requests for rate increases and changes in services, then reports
findings and recommendations to the City Councils, proposes regulations and
arbitration procedures, advises the City Councils on matters which might be
violations of the Franchise, resolves complaints and disagreements between
the cable
company and users of the CATV system.
The Champaign-Urbana Joint CATV Commission meets on a quarterly basis in the
Champaign City Council Chambers at 7:30 p.m. The Commission is comprised of
eight members; four are appointed by the Mayor of Urbana.
The Urbana Cable Commission meets once a month at 8:30 a.m. in the Urbana
City Hall to discuss use and development of the Urbana PEG Access Channel.
COMMUNITY DEVELOPMENT COMMISSION
The Community Development Commission which has responsibility for monitoring
the federally-funded portion of the Community Development Services
Department. They assist in the establishment of guidelines for various
federally-funded projects including sub-grantee programs, paint rebate
programs, housing rehabilitation, acquisition and demolition programs, and
other capital improvement programs in the eligible Census Tracts.
The Community Development Commission meets regularly on the fourth Tuesday
of each month at 7:30 p.m. The Commission is comprised of nine members.
FREE LIBRARY BOARD
The Library Board conducts all business pertaining to the library's
operations. The Board is comprised of several committees which are
responsible for areas such as buildings and grounds, the Archives, funding,
and long-range planning. At the board meetings, the staff reports on various
aspects of the daily operations of the library, including programs being
developed, equipment purchased, employees hired, and general use of the
library's facilities. The Library Board also establishes the operating
budget for the library, but does not have authority to approve a tax levy.
The Library Board meets regularly on the second Tuesday of each month at
7:15 p.m.; the Board is comprised of nine members.

HUMAN RELATIONS COMMISSION
The Human Relations Commission advises and consults with the Mayor and
Council on all matters involving racial, religious or ethnic prejudice or
discrimination and recommends legislative action necessary to accomplish its
purpose.
The Commission meets regularly on the second Wednesday of each month at 5:30
p.m. The Human Relations Commission is comprised of nine members.
PLAN COMMISSION
The Urbana Plan Commission has the power to prepare and recommend to Council
a comprehensive plan of public improvement for future development of the
City, to prepare and recommend plans for specific improvements, and to
assist City officials with direction of projects for improvements within the
plan. Cases heard by the Plan Commission are then forwarded to the City
Council for approval.
The Plan Commission meets the first and third Thursdays following the first
and third Mondays of each month, at 7:30 p.m.; however, meetings will be
canceled if there are no cases to be discussed. The Plan Commission is
comprised of nine members.
TRAFFIC COMMISSION
The Traffic Commission was formulated as a subcommittee of, and reports to
the Committee on Public Safety. They deal with requests both from staff and
from individual residents of the City relating to installation of stop
signs, establishment of "no parking" areas, requests for neighborhood watch
signs, and various other matters relating to traffic. All action taken by
the Traffic Commission must be approved by the Public Safety Committee.
The Traffic Commission meets regularly on the first Tuesday of each month at
4:00 p.m. The Commission is comprised of the Chairperson of the Committee on
Environment and Public Safety, the City Engineer, and the Director of Public
Safety.
TREE COMMISSION
The Tree Commission is charged with providing advice and consultation to the
City Arborist on policies concerning selection, planting maintenance and
removal of trees, plants and shrubs, the establishment of educational and
informational programs concerning vegetation, development of policies and
procedures regarding the duties of the Arborist, and issuance of necessary
permits. The Commission also serves as the hearing board for disputes of
decisions by the City Arborist.
The Tree Commission meets on an as-needed basis at 4:00 p.m. The Commission
is comprised of five Commissioners and three ex officio non-voting members
which include the Director of Public Works, the Director of Parks and
Recreation of the Urbana Park District or his/her designee, and the City
Arborist.
COMMITTEES/COMMISSIONS/BOARDS DESCRIPTION
ZONING BOARD OF APPEALS
The Zoning Board of Appeals has the power and duty to hear and decide all
matters referred to it by the provisions of the Zoning Ordinance, including
conditional use requests and variances due to a hardship being created by
strict interpretation of the Zoning Ordinance. Variances to be decided by
the Zoning Board include the reduction of front yard depth or side yard
width, rear yard reduction, building height increases, use of undersized
lots, decrease in open space, decrease in parking requirements, and increase
in maximum sign area.
The Zoning Board of Appeals meets on an as-needed basis, usually at 7:30
p.m. The Board is comprised of seven members.
HISTORIC PRESERVATION COMMISSION
The Historic Preservation Commission will identify historically significant
property, advise the City Council on the designation of such property,
protect distinctive visual characteristics of landmarks or historic
district, and educate the public about the opportunities of historic
preservation.
The Historic Preservation Commission meets on the 1st and 3rd Wednesday of
each month at 7:00 p.m. The Commission is comprised of seven members.
