[Commotion-admin] [commotion-debug-helper] moved debugger into the status menu (#9)

@elationfoundation Tested this alongside this one https://github.com/opentechinstitute/commotion-dashboard-helper/pull/9 and received an error. Discussed with you and will test again with your patch.
