[Commotion-admin] [luci-i18n-commotion] Write automation script to handle updating master list of localized strings and translations. (#1)

Additional instructions:
* Script only needs to parse master branch (or equivalent)
* Script should create a working merge of stable and new for upload to Transifex
* Translations downloaded from Transifex become new stable copy
* PO file merge from new to stable should create a changelog

Cases
* New string
* Updated string
* Exact match to existing string
