[Commotion-admin] [commotion-openbts] Update live image for DR1+ compatibility (#1)

We have an old PR3 compatible live image proof-of-concept for running OpenBTS, but we should update it to reflect the newest work. Specifically, the live image should be able to interconnect with a network running DR1 or above.
