[Commotion-admin] [luci-commotion] Serval Keyring Page Language (#18)

This sounds more like a UX problem (i.e., confusing language and interactions) than a bug (i.e., route signing doesn't work). 

In order to add this to the upcoming UI review, would you add a comment containing the page in question and a brief description of correct/intended behavior?
