[Commotion-admin] [commotion-openwrt] Add gateway control (and QoS) to commotion-openwrt (#49)

We have received several requests for additional features for gateway control (and QoS). Specifically, participants wanted support for

a) configuring whether a gateway is used at all (on/off)
b) configuring a specific subset of IP addresses for gateway access
c) limiting the amount of bandwidth offered to the mesh users from a gateway.

(c) may already be doable (technically and/or through the web UI). I just wanted to flag it specifically so that we can keep it on the top of our mind.
