[Commotion-admin] [commotion-openwrt] Ubiquiti devices may ignore transmit power settings (#50)

Inconsistent power control (tx-power) has been observed on Ubiquiti unifi, picostation, and nanostation, both through software controls and direct edit of /etc/config/wireless.

Need to verify/debug Ubiquiti Unifi power control. It appears that the software controls for modifying power levels are confusing, at best. At worst, they do not control the power at all. Testing this will need to be done in conjunction with the Testbed where power levels can be monitored.
