[Commotion-admin] [commotion-openwrt] Consider splitting the web server between the administrative side and user-end (#24)

Two different web servers could employ different security models, have one which requires root, and the other which simply presents installed applications and the wireless splash page. This could even firewall the client interface and disallow any administrative ports by default from the public or mesh IP addresses. Although administration is more difficult this way, it reduces the attack surface and may be acceptable by some administrators.
